Arun Reddy, a member of the Congress Party, was arrested on Friday on charges that he was responsible for a widely circulated video in which Amit Shah pledged to stop supporting millions of impoverished and disadvantaged Indians.
The Congress claims that Mr. Reddy was not involved and charges the government of targeting opponents ahead of the nation’s national election.
The accusations are refuted by the ruling Bharatiya Janata Party (BJP).

Mr. Shah is regarded as the brains behind the BJP’s ascent and is sometimes referred to as India’s “second most powerful man” behind Prime Minister Narendra Modi.
The manipulated video in question included Mr. Shah making a campaign address in which he pledged to stop providing aid to Muslims in the Telangana state in the south.
The home minister appears to be stating that his party would stop providing special treatment to other groups in the modified footage.
Authorities confiscated Mr. Reddy’s personal devices to look for evidence of software used to modify the video, according to a report published in The Indian Express on Saturday.

During a campaign event last month, Mr. Modi made comments about “infiltrators” and “those who have more children”—remarks that were interpreted by many as being directed towards the Muslim minority in India.
Official complaints were sent to electoral authorities by the Congress.
Since taking office ten years ago, Mr. Modi has championed a strong form of Hindu nationalism. His third term is predicted to be won.
